Over the past two decades, players' agents have become inseparable part of the professional basketball ecosystem. Agents are entrusted with safeguarding players' rights, managing finances, and providing strategic career and transfer advice. Selecting a trustworthy and knowledgeable agent is one of the key aspects for a player’s success, as the agent’s guidance directly impacts the player’s professional growth and personal well-being.
To ensure transparency, mitigate conflicts of interest, and maintain high standards, FIBA introduced a licensing system for players' agents in 2007. This system ensures that all licensed agents possess a foundational understanding of the rules governing international basketball and demonstrate ethical professionalism in their actions.
This is why only FIBA-licensed agents will be permitted to represent players in the context of international transfers. Furthermore, FIBA’s support in enforcing Basketball Arbitral Tribunal (BAT) awards in favour of agents will be reserved for holders of a valid FIBA license.
Today, FIBA oversees a network of around 800 licensed agents from a wide range of different countries. These agents work closely with National Federations worldwide, helping players navigate the complexities of professional basketball.
STEPS TO BECOME A FIBA LICENSED AGENT
To obtain a FIBA Agent license, candidates must successfully complete the following steps (exceptions may apply):
1. Online Registration Begin the journey by completing the online registration form. This step is mandatory to reserve a spot in a test session. A non-refundable administrative fee of CHF 250.00* (Swiss Francs) is requested to confirm the candidate’s participation.
Once the registration is completed and officially approved, the candidate will receive the test day program, location details, and other relevant information in due course.
2. Test Preparation The candidate is expected to be familiar with the FIBA Internal Regulations (FIBA IR) and other relevant materials. The test will be in English language.
3. Participation in a FIBA Test Session The candidate must attend one of FIBA’s test sessions. These are held a few times annually in various regions, including Europe, the Americas, Asia, and Oceania.
4. Pass the Test The candidate must successfully complete the written multiple-choice test. This assessment evaluates one’s understanding of FIBA IR and readiness to act as a FIBA licensed agent.
5. Annual Licensing Fee Upon passing the test, the candidate must pay a renewable yearly membership fee to activate and maintain the FIBA agent license. The FIBA Agent License payment is applicable for each calendar year.
DOCUMENTATION REQUIREMENTS
The candidates must submit the following documents, when applying for the FIBA Agent License Test:
1. Valid passport copy 2. Passport size picture 3. Criminal background document (translated in English) 4. CV (in English)
TEST LOCATIONS
FIBA’s agent tests are conducted in the following regions:
Americas – Once a year Asia – Depending on the interest within the region Europe – Once a year Oceania – Depending on the interest within the region
NOTE: Test sessions have both a limited maximum capacity and a minimum participant requirement. To secure your spot and ensure the session proceeds as scheduled, early registration is highly recommended.
If no dates are currently reflected on the website, it means the test dates have not yet been confirmed or announced. In such cases, candidates are encouraged to indicate (at no cost) their interest for a test to be held in their preferred region. FIBA will then schedule a test in the relevant region once a minimum amount of candidate expressed their interest. The candidates will then receive an email notification as soon as the exam date and location are officially announced for the chosen region, allowing the formal registration.
TEST CONTENT & PREPARATION
The FIBA Agent test is based on the FIBA Internal Regulations and is divided into the following key areas:
1. Code of Conduct (FIBA IR Book 1) 2. Eligibility of Players, International Transfers, and Registration (FIBA IR Book 3) 3. Regulations Governing Players’ Agents (FIBA IR Book 3) 4.Letter of Clearance (LOC) (FIBA IR Book 3) 5. Basketball Arbitral Tribunal (BAT) (FIBA IR Book 3)
Nonetheless, candidates are encouraged to possess a strong knowledge on all regulatory frameworks established by FIBA.
Test Format The test consists of multiple-choice questions, and candidates are given 45 minutes to complete it. To pass, a minimum score of 60% correct answers is required. The candidates will not be allowed to consult any notes or any other documents during the test.
ON THE DAY OF THE TEST
To ensure a smooth experience on the day of the test, please take note of the following:
Arrival Time: arrive on time to avoid any unnecessary delays. Required Documents: bring a valid physical ID (the same one used during registration). Scans, pictures or copies are not accepted. Dress Code: business casual attire is recommended. Device: bring your tablet or laptop as the test will be taken using such devices.
Language and Deliver Mode The FIBA Agent test is available exclusively in English and must be completed in person. Online test options are not offered.
Special Conditions and Test Exemptions Licensed lawyers, active NBPA and WNBPA as well as active members of the BAR in their country are subject to special conditions that exempt them from the completion of the FIBA Agent Test. Such candidates should follow the regular registration procedure available on the website. Upon completion of the short questionnaire, the candidate will be redirected to the relevant exemption page. As part of the registration process the relevant documents must be submitted for the exemption to be considered by FIBA.
ADDITIONAL INFORMATION
Travel and Accommodation Candidates are responsible for their own transportation and accommodation arrangements for test sessions.
FIBA Agent License Renewal Requirements The FIBA agent license expires by the 31st of December of each calendar year. The license must be renewed annually by paying the fixed licensing fee and meeting any updated compliance requirements.
