FIBA CONGRESS
FIBA operates on democratic and federative principles. The highest FIBA authority is the Congress, which includes all National Member Federations of FIBA. Each Federation has equal voting rights, as stated in Article 14 of the FIBA General Statutes (link).
Congress operates within a four-year cycle, aligned with the term of the President, Central Board, and Commissions. This cycle commences and concludes with the Elective FIBA Congress. Additionally, at the midway point of the cycle, two years after each elective Congress, a mid-term Congress is held.
The Elective FIBA Congress elects the FIBA President and ratifies the membership of the Central Board, which in turn appoints the FIBA Secretary General and the members of the different FIBA Commissions.
Along with the elective FIBA Congress, the Mid-Term Congress has the powers to:
Adopt and modify the FIBA General Statutes
Examine and approve all reports
Ratify the decisions of the Central Board regarding the suspension of National Federation Members
Decide on the expulsion of members of FIBA
Examine and adopt proposals by the Secretary General, the Central Board and the National Federation Members
Upon proposal by the Central Board, grant the title of Honorary President, Honorary Member and Secretary General Emeritus
An Extraordinary Congress can also be convened if requested by the Central Board or at least one-fifth of the National Federation Members.
